History & Introduction
Civil Hospital serves as the district-level general hospital and is a lifeline for people who rely on government medical services. With thousands of patients visiting daily, it functions as a key hub for outpatient, inpatient, emergency, maternity, and diagnostic services. On average, over 1,500 patients attend its OPD (Outpatient Department) each day.
Infrastructure (Building & Facilities)
The hospital is a 300-bed facility that has recently undergone infrastructure upgrades. Notably:
- ICU & HDU Units: Reopened after two years, the ICU has 4 ventilator-equipped beds and 4 HDU (High Dependency Unit) beds with HFNO and BiPAP support.
- Plans are underway to set up a central air-conditioned patient facilitation center to streamline services and reduce confusion for patients and attendants.
Medical Facilities & Departments
Civil Hospital offers a wide range of general and specialty departments:
- Core Departments: Medicine, Surgery, Pediatrics, Obstetrics & Gynaecology, Orthopedics, ENT, Dermatology, Ophthalmology, and Forensics.
- However, specialist shortages remain a concern—many departments are run by a single doctor, and key areas such as radiology, gynecology, and medicine are understaffed.
Diagnostic & Laboratory Services
The hospital provides essential diagnostic services, including:
- (USG): Over 900 scans per month
- CT Scan: Around 100 scans per month
- X-ray and Pathology labs: Operational but face manpower limitations.
According to IPHS standards, 22 lab technicians are required, but the hospital currently has only 15 filled posts, affecting service speed and efficiency.
Doctors & Staff
- Medical Officers (EMO): Out of 15 sanctioned EMO posts, only 4 are filled—creating a serious gap in emergency care.
- Specialist Doctors: Acute shortage across major departments, leading to delays and additional burden on available staff.
- Recently, the ICU was reopened after hiring 16 ICU-trained nurses, 8 multitask workers, and 2 technicians—reflecting efforts to fill critical gaps.
Pharmacy & Medicine Facility
- There is an in-house government pharmacy, but staff shortage affects efficiency. Only 5 out of the 8 sanctioned pharmacist positions are filled.
- Some shortages have been reported in Class-IV staff and oxygen plant operators as well.
- Ambulance & Emergency Services
- A functional emergency unit operates 24×7, although the shortage of EMOs affects timely care.
- Ambulance services are available and have been particularly useful after the ICU reopened, especially for shifting critical patients.
- Patient Services & Management
- A patient facilitation center is under development to help patients navigate departments, services, and documentation smoothly.
- Government officials have conducted surprise inspections to evaluate services, during which they interacted with patients and directed staff to improve conditions.
Safety & Hygiene Standards
- Concerns about cleanliness and basic hygiene have been raised by patients and citizens on social media. Phrases like “Zero Cleanliness, Zero Accountability” have been used online to describe current conditions.
- In response, the health department and local authorities have issued directives to strengthen hygiene, waste disposal, and ward sanitation.
